PURPOSE:To minimize a through current between power sources and to decrease a power consumption by constituting a discharging circuit of a capacity element and a switching circuit, and changing quickly the input potential of an inverter from one side potential to other side potential. CONSTITUTION:A signal inputted to an input terminal CLK2 is the inverting signal of the signal inputted to an input terminal CLK1. When a detected pulse is inputted to terminals CLK1 and CLK2, a switch circuit SW2 comes to be a non-conducting condition by the control output of a control circuit TM1 and the potential of an output terminal OUT approximately comes to be a potential VDD of one edge of a power source. Consequently, the potential of an output terminal OUT2, which is the output of an inverter INV1, approximately comes to be a potential VSS of other edge of the power source. Next, when terminals CLK1 and CLK2 are fixed to potentials VDD and VSS, a charge accumulated to a capacity element C2 is discharged through the circuit SW2, the potential of the terminal OUT1 comes to be quickly the potential VSS and the potential of the terminal OUT comes to be quickly the potential VDD.
