PURPOSE:To detect the vehicle speed of a controlling target value with high accuracy and prevent hunting and the like by varying a speed change condition in accordance with the using condition of an air conditioner in a device which carries out a speed change control so as to eliminate the deviation in vehicle speed between an average vehicle speed and a present vehicle speed. CONSTITUTION:As an ignition switch IG is tuned on, a microcomputer CPU becomes an operating condition by means of a storage battery BE and a constant-voltage power source circuit CON. And, the microcomputer CPU receives the detected signals of various sensors for detecting the operating condition of a vehicle and switches SPS, MS, SS, SP, RS, ADS via an input interface circuit IP, while it outputs specified control signals to an automatic transmission actuator A1 and a constant speed traveling actuator A2 via an output interface circuit OP. In this case, the detected signal from an air conditioner switch AC is also inputted into the microcomputer CPU. And, a condition of changing speed is varied in accordance with the using condition of an air conditioner.
