PURPOSE:To simplify a device by detecting the actual openings of a deflector and a needle and calculating the desired deflector opening and the needle opening. CONSTITUTION:The rotating speed of a Pelton turbine detected by a speed detector 2 is sent to a deflector signal generator 21, and a deflector 16 is operated by a servo-motor 15. The movement of the deflector 16 is detected by a displacement detector 17, and the restoration action is performed. The deflector opening signal from the displacement detector 17 is sent to an arithmetic unit 22, the optimum needle opening for the deflector opening is calculated, and a needle 8 is operated by a servo-motor 7. The movement of the needle 8 is detected by a displacement detector 9, and the restoration action is performed. Accordingly, there is no drift between the actual opening and the set opening, and a device circuit can be simplified.
