PURPOSE:To well and precisely detect behavior of refuse in a combustion furnace and to perform safe and proper operation of an incinerator, by providing a detector for detecting the sediment rate and the sedimentation time of an incinerated substance, a discriminator discriminating whether bridge phenomenon or slip phenomenon occurs, a detector for detecting the thickness of the layer of substance to be incinerated in a stoker part, and a discriminator for judging a slip spot. CONSTITUTION:A detector 1 detects a sedimentation rate or a sedimentation time of a substance to be incinerated, and development discriminator 2 compares the rate or the time with an upper and a lower limit set value, set variably according to a caloritic quantity of a substance to be incinerated to discriminate whether bridge phenomenon or slip phenomenon occurs, and a signal indicating the above is outputted. A slip spot discriminator 3 discriminates in which stoker part the slip phenomenon occurs, based on signals from a plurality of level detectors 61-64 which detect the thickness of a layer of a substance to be incinerated at each stokent part, and a signal from the development discriminator 2. Namely, when an amount of a substance to be incinerated which is charged in a combustion furnace is extremely high, it is considered that slip phenomenon occurs, and in the reverse case, it is considered that bridge phenomenon occurs, and the behavior of a substance to be incinerated in a combustion furnace is detected.
