PURPOSE:To obtain the title composition which absorbs moisture to develop tackiness, has a good balance between the tack and the cohesive power, has excellent resistance to moisture and water, and in nontoxic and nonirritating, by mixing maltitol with a water-soluble polymer. CONSTITUTION:100pts.wt. maltitol is mixed with 15-300pts.wt. at least one water-soluble polymer selected from among polyvinylpyrrolidone, a copolymer composed mainly of vinylpyrroidone, a polymaltotriose of a chemical structure constituted through linking via alpha-1,6 bonds, a carboxymethylated starch, a methyl vinyl ether-maleic anhydride copolymer, a polyacrylic acid, a copolymer composed mainly of (meth)acrylic acid, CMC, and an alginic acid (a salt of its compound), thus giving a water-soluble adhesive composition having the tacks, determined by the probe tack test, of 10g/cm<2> or lower in a dry state and 100g/cm<2> or higher in a wet state.
