PURPOSE:To exactly attain an administration for a picture data by making always include the image data corresponding to an identification code data in an image data synthesized with a data synthesizing means. CONSTITUTION:When a reader 2 reads a picture image I on an original 1, and also, the identification code data is attached (from, for example, a host device, etc., in which a keyboard input is decoded) on the said picture image I, the identification code data is converted to the image data with a data conversion means 3. And the image data corresponding to the picture image I from the reader 2, and the image data corresponding to the identification code data from the data conversion means 3 are synthesized to one image data with a data synthesizing means 4, and the synthesized image data is preserved.
