PURPOSE:To contrive to enhance the holdability of core substance, by containing an aldehyde compound in a hydrophilic medium under such a polymerization promoting condition that pH is set to 5 or less and a specific temp. or more is kept. CONSTITUTION:A hydrophobic aldehyde resin precondensate such as phenol/ fomaldehyde resin precondensate or aminoaldehyde resin precondensate is contained in water or a hydrophilic medium. In order to easily perform emulsification, an anionic, a nonionic, a cationic or an amphoteric high-molecular or low molecular emulsifier is used and polycondensation reaction is performed under such a polycondensation promoting condition that pH is 5.0 or less and a reaction temp. is 50 deg.C or more. In addition, in order to keep the reaction system acidic, formic acid, acetic acid, citric acid or oxalic acid are used. |
