PURPOSE:To reduce a defective web, by providing an electrostatic charge application means with an arm capable of swinging, pivotally disposing a cutter and a pair of pressing members in confrontation with a web and causing a swing acceleration mechanism to insert the pressing members to the front and the back of a cutter at a high speed for cutting the web. CONSTITUTION:When a core 12 is filled with a web (film) 11, an arm 23 is turned to a cutting position and a swing arm 26 is started so that the film 11 is pressed to a new core 13 by a pressing roll 25. At the same time, an air cylinder 32a is actuated to cause an arm 29 to be pressed upwardly and it is turned while it increases flexure of a spring 33. When the arm 29 passes through a dead point, it is turned quickly in acceleration to a cutting position and pressing members 30a, 30b at the tip of the arm 29 presse the film 11 downwardly toward a cutter 22 at a high speed for cutting the film in a moment. At the same time, an electrostatic charge application means 20 applies electric charge to the cut edge a of the film or the surface of the new core 13, whereby the film 11 is adsorbed for winding.
