PURPOSE:To attain the miniaturization and weight reduction of a ground improver by providing a first driving mechanism whose rotary shaft is turned at low speeds during excavating action and a second driving mechanism whose rotary shaft is turned at high speeds during the mixing and stirring action. CONSTITUTION:A first driving mechanism 8 is operated to turn its rotary shaft 14 at low speeds, and rotary excavators 24 are lowered to the surface of a ground and turned to excavate the ground. When a given depth is reached, the lowering of the excavators 24 is stopped and thereafter the excavators 24 are raised. The second driving mechanism 10 is operated, and while injecting a soil stabilizer from a nozzle 22 into the excavated soil, the soil stabilizer and the excavated soil are mixed with stirring by rotary stirrers 26. Sufficient excavating and good stirring and mixing operations can thus be attained and strong solidified columns can be formed.
