PURPOSE:To realize a flicker preventing device with a few frame memories by applying the double speed conversion to a Y signal by the formal frame memory system and applying the double speed convertion of a line rate to a signal C. CONSTITUTION:A composite color video signal is separated into Y and C signals by a Y/C separation circuit, the result is inputted to an interlace/non-interlace converter 4 and an IQ signal separation circuit 5 respectively. The converter 4 applies double speed conversion by a formal frame memory system. The C signal is separated into I and Q signals by the IQ signal separation circuit 5. The separated I, Q signals are converted into double speed by line rate converters 6, 7 and synthesized by a synthesizing circuit 9. An RGB signal synthesizing circuit 8 synthesizes the outputs from the converters 4, 5, 6, outputs RGB signal and a Y'/C' signal synthesizing circuit 10 outputs a composite color video signal.
