PURPOSE:To effectively utilize a file resource, by performing a local declaration when an internal work file to be filed in a program normally, is allocated. CONSTITUTION:A TSS command execution program 1 performs an allocation request to allocate a file in a local type, using a local declaration means 2. Based on the request, a local identifier setting means 3 sets a local identifier at a corresponding file entry in a file managing table 8, and returns to a TSS command execution program 1 assuming that an allocation process has been completed. When the TSS command execution program 1 calls another TSS command execution program 11, an execution level managing means 4 performs a process regarding a local file, and after that, it saves the present state of the TSS command execution program 1, and calls requested another TSS command execution program 11. After completing the process regarding the local file, a program state is recovered.
