PURPOSE:To enable measurement with high resolving power and high accuracy without damaging high rapidity, by using the region having good linearity of a pair of triangular waves different in a phase synchronous to a clock signal. CONSTITUTION:The clock from an oscillator 301 is processed by FF302-305 to respectively supply four frequency dividing clocks from respective FF304, 305 and triangular waves 405a, 405b different by 90 deg. in a phase are outputted from triangular wave forming circuits 306a, 306b in synchronous relation to the clocks. A gate 106 is opened by an input signal and the clock from a count clock forming circuit 310 is counted corresponding to the two frequency dividing clocks from FF303. The part not counted of the initial head part of the input part at this counting time is detected as the four-step level value having good linearity of the triangular wave 405a or 405b through a switch 308a or 308b closing during said non-count period. The non-count part of the rear end part of the input signal is also similar and measurement is performed with high resolving power and high accuracy without damaging high rapidity.
