PURPOSE:To realize a smooth start-up without worsening overshooting and transient responsiveness by storing an integral term in an excellent control state, and adding a balance term to a basic arithmetic expression and computing an output rate. CONSTITUTION:The balance term is a value which is updated based on the integral term when an excellent control state is confirmed, and the balance term is, for example, a half as large as the integrals term in the excellent control state. The excellent control state is defined when a measured value is present in a target area 8 stably. A proportional term and a differential term are calculated similarly to normal PID control as shown by equations (A) and (B) and the integral term and an output term are calculated according to equations (C) and (D). The integral term is set to zero and an output rate is set to 100% in an area 10a and the proportional term, integral term, and differential term are calculated in a control area 9 except the balance term. Further, the integral term is set to zero and the output rate is set to zero % in an area 10b. The balance term is calculated in the target area 8 in addition to the proportional term, integral term, and differential term and when the control state is excellent continuously, said balance term is updated.
