PURPOSE:To improve responsiveness of air flow control by providing a heating element on an expanding element in a device which controls a valve and changes the air flow by the operation of the expanding element expanding according to the warming-up condition of an engine. CONSTITUTION:Temperature detecting elements 1, 2 made of bimetal are in a warm passage, when the water temperature is increased by the engine start and the temperature detecting element 1 is brought into contact with the temperature detecting element 2, a heating element 3 made of a nichrome wire or the like and provided in wax 4 is energized and heated. Thereby, the wax 4 is expanded and extrudes a piston 7 and moves a valve 8, thus changing the air flow flowing from a vent hole 9 to a vent hole 10. When the water temperature is increased to a fixed temperature and a temperature detecting element 5 made of bimetal is brought into contact with an iron plate 6, a heating element 12 is energized and heated, and the temperature detecting element 2 is removed from the temperature detecting element 1, thus stopping the heating of the heating element 3.
