PURPOSE:To recognize a code signal surely by providing a means for forming a specific area in which a video signal is not outputted to a periphery where a code signal is outputted and discriminating the code signal and the video signal. CONSTITUTION:The start code A of the code signal stored in a code memory device 11 is initially outputted, and then, it is compared with the start code A stored in a code memory device 13, when it is decided that both the codes are the same, a signal X is outputted. The first synthesizing device 12 forms a black part signal larger than the code signal inputted from the code memory device 11 and synthesizes with the black part signal placing a priority on the code signal. The second synthesizing device 12' synthesizes the output signal of the first synthesizing device 12 with a video signal Y, converts it into electric wave by a transmitter 14 and transmits to a television receiver 1. Thus, only when the start code A is transferred, the periphery 3 of the code signal 4 becomes black and when the start code A is completed to be transferred, the picture is projected on the periphery of the code signal 4.
