The hydraulic power system includes internal combustion engines to which fuel is supplied by fuel injection pumps and at least one variable volume type hydraulic pump. The rpm deviation is obtained from the difference between a target rpm number set by the amount the accelerator of the engine is opened and the output rpm of the internal combustion engine. A fuel injection amount target value having a predetermined relationship with the deviation is obtained based at least on one deviation. The amount of fuel injected by the fuel injection pump is controlled based on the fuel injection amount target value.
