A non-flammable paper is described which is obtained in an adequate yield in paper manufacture and has an adequate non-combustibility and strength, even at a basic weight of 100 g/m<2> or less. The paper is manufactured by dispersing, in water, a mass which contains 40 to 95% by weight of calcium silicate in the form of needles, plates, thin films or as a secondary aggregate thereof, and aluminium hydroxide powder in a specific weight ratio, 5 to 30% by weight of cellulose fibres and 0 to 30% by weight of other additives, the total weight of these components being 100% by weight. This dispersion is used for the manufacture of a paper.
