A method and an apparatus for managing a flow control are disclosed. According to an embodiment of the present invention, the flow control managing apparatus classifies a flow managing space into a plurality of spaces, variably adjusts the flow managing space to consider a control traffic process overhead by detecting an overload flow in the classified flow managing space, and disperses traffic by transferring the detected overload flow by a weighting for each transfer path through multi-path routing.
