PURPOSE:To make a phosphor screen of high quality without lacking in a phosphor substance element while strengthening adhesiveness of a phosphor film facing the most important panel inside, by doubling an undercoat layer when making a phosphor film. CONSTITUTION:After applying an undercoating liquid mainly composed of polyvinyl alcohol (PVA) to the panel inside of a picture tube for forming the first undercoat layer followed by drying and developing, the second undercoat layer is formed by applying PVA as the main component again and drying. Said first and second undercoat layers form the undercoat layer having double- layered thin PVA as the main component, while light-sensitive phosphor substance slurry is applied on said undercoat layer. Next, the applied phosphor substance slurry is exposed and developed. Then, the adhesiveness of a phosphor film facing the most important panel inside is strengthened by the double-layered undercoat for making a phosphor screen of high quality without lacking in a phosphor substance element.
