PURPOSE:To eliminate the disturbance of cross color or the like in the edge part in the vertical direction to improve the picture quality by obtaining an output signal from a difference signal when a color signal discriminating signal is generated and subtracting this output color signal from a signal obtained by delaying an input color video signal by about 263 horizontal scanning periods to obtain an output luminance signal. CONSTITUTION:The existence of a color signal is discriminated by a color signal discriminating circuit 23, and the output color signal is obtained by a color signal setting circuit 24, and the output luminance signal is obtained by a 263H delay circuit 68, a delay circuit 69, and a subtractor 70. A component Z1 of the frequency band where the color signal exists is extracted from a color video signal (s) inputted to a terminal 1 by a band pass filter 12 and is delayed in a 1H delay circuit 13 to become a signal z0 and is delayed in delay circuits successively and is delayed in a 1H delay circuit 18 to become a signal y0. Signals (z1,z0)...(y1,y0) are operated in subtractors 19...22 in accordance with (z0-z1)/2 to obtain signals Dz...Dy, and they are supplied to the color signal discriminating circuit 23 and the color signal setting circuit 24.
