The appts. incorporates a package holder and a pull-off roll associated with the conical package. The pull-off roll can be shifted axially and its surface is equipped with a fixed contact ring. Each side of the roll can be equipped with a hydraulic cylinder, the piston of which rests on the end wall of the pull-off roll. The piston is connected to a hydraulic control unit, the piston of which is associated with an operating cam positioned on a shaft connected to the package holder.
