PURPOSE:To prevent transmission of erroneous data by providing a timer retarding the renewal of transmission data to a terminal device to absorb a time difference between related input signals at the terminal device side. CONSTITUTION:In receiving digital input signals Di1-Din from a digital signal input circuit 12 as representatives of input signals, when the input signal Di1 is changed at a point A and the change is detected, a delay timer starts operation. Since the delay timer does not complete its operation yet at a point (c), no renewal of transmission data is executed, and the same ata transmitted at points (a, b) are transmitted toward a center device from a terminal device. Although input signals Di2, Di3, Din are changing during the operation of the delay timer, each data relating to the state change is not transmitted but in stand-by. Then the data are renewed altogether at a point (f) after the operation of the delay timer as the transmission data including each change in thenput signals Di1, Di2, Din in stand-by so far, and transmitted to the center device.
