PURPOSE:To manufacture the soft hot rolled steel plate having superior workability, by hot-rolling a steel having a specific composition provided by incorporating trace amounts of Nb to the base composed of very low C, low Mn, and low N, under specific conditions. CONSTITUTION:The steel, consisting of <=0.0050% C, <=0.03% Si, <=0.15% Mn, <=0.015% S, <=0.0025% N, 0.005-0.03% Sol Al, 0.005-0.015% Nb, and the balance Fe with inevitable impurities, and satisfying Nb/C<7.75, is subjected to hot rolling under the following conditions: finishing temp., >=Ar3 point; winding temp., 600-650 deg.C. In this way, the soft hot rolled steel plate having superior workability can be obtained.
