PURPOSE:To form stably a uniform thin developer layer by providing a leveling member with a wide interval downstream from a blade which controls the layer thickness of the developer supplied from a developer accumulating part to a developer carrier. CONSTITUTION:A developer carrier 2 is turned counterclockwise to supply the developer from a developer accumulating part 6 to an electrostatic latent image on an image forming body and to develop the latent image. A blade 7 which controls the height of the developer is provided. A developer leveling member 12 formed with a rigid member or an elastic member is attached downstream from the blade 7. Thus, the uniform thin developer layer is formed stably on the surface of the developer carrier 2, and vivid pictures of high quality are formed even if fined carrier particles and toner particles are used.
