PURPOSE:To extract stable features by scanning every open-directional code area coded into white picture elements of the background part of characters, and excluding the part where the scanning length of a scanning line in the area is less than a threshold value from the area. CONSTITUTION:An input image signal from a scanner is coded into a binary signal by a preprocessing part 24 to segment a character pattern, which is stored in a memory 23. A CPU21 accesses this memory 23 to code white picture elements background part of each character pattern in its open direction, thereby extracting an area where codes in the same open direction succeed. A specific area where the influence of a projection or recess, or slope of the contour of a character line is easily exerted is scanned in an (x) and a (y) direction and the part where the crossing length of the scanning line in the area is less than the threshold value TH1 is excluded from the area to obtain the (x)- and (y)-directional dimensions of the remaining area and the number of picture elements in the area. When the number of picture elements is larger than a threshold value TH2, the smaller dimension between X and Y is larger than a threshold value TH3 and when the difference between X and Y is less than a threshold value TH4, the area is extracted.
