The invention is based on the average interacting density of substantially cylindrical inert mass volumes rotating independently by appropriate molecular interactions. This system is formed by a central core 1 which floats vertically, and along an axial guidance which is also determined within a liquid mass 2 contained by a volume which forms the floating peripheral ring 3, and along an axial guidance which is also determined within a fluid mass 4 contained by a cylindrical volume 4 which acts as guidance and retention for the system; the central core 1 generating the circular flow of the fluid mass 2 being driven and regulated by the "mini-energy" of an electric motor. The invention relates "most especially" to metallurgical and electromechanical industries and more generally to economic development in developing countries. <IMAGE>
