PURPOSE:To obtain modified coal slurry of higher Btu-value with reduced hygroscopicity, by drying high-water content low-grade coal at temperatures below its thermal decomposition temperature, then performing dry distillation at temperatures above its thermal decomposition point followed by pulverization, then coating with tar followed by incorporating both sulfonated tar and water. CONSTITUTION:High-water content low-grade coal 41 is introduced into dryer 21 to perform drying at temperatures higher than the boiling point of water but lower than its thermal decomposition temperature. The resulting dried coal 42 is fed to dry distillation unit 22 to carry out a dry distillation at temperatures above its thermal decomposition point to produce both dry-distilled coal 43 and tar vapor 51. Said coal 43 is fed to grinder 25 to perform pulverization, the resulting pulverized coal 45 being coated, using coater 23, with either part or the whole of the tar 52 formed by said dry distillation followed by feeding the resultant pulverized coal to tank 31, where the coal is mixed with water 50 and sulfonated tar 56 prepared by sulfonating tar in sulfonation unit 30, thus obtaining the objective slurry 46.
