PURPOSE:To prevent the thermal deterioration of a primer by making it possible to instantaneously cure the primer by ultraviolet rays, by using an ultraviolet curable resin as the thermosetting resin compounded in the primer. CONSTITUTION:A thermosetting resin and an ultraviolet curable thermosetting resin are dissolved in a solvent to prepare a primer. This primer is applied to the surface of the metal plate and heated to evaporate the solvent while ultraviolet rays are irradiated to cure the ultraviolet curable thermosetting resin. By this method, a baking and drying time is shortened and, therefore, the thermal deterioration of the primer is prevented and the lowering in adhesiveness is prevented.
