In a flow rate measurement device used in pipes containing flowing media and having a spinning wheel or spinning ring to which a torque is applied by the flowing medium and said torque is transmitted to a rocker arm, the latter is brought out through the pipe, preferably via a flexurally elastic membrane. The tilting axis of the rocker arm is parallel to the axis of rotation of the spinning wheel or spinning ring and at a distance from it, advantageously in line with the pipe wall. Outside the pipe, the rocker arm acts tangentially with respect to the pipe on a measuring device. The latter may, for example, be a pneumatically acting compensation device which returns the rocker arm to its original position. The magnitude of the force which has to be applied by the compensation device to reset the rocker arm can be measured and indicated since it is proportional to the flow rate.
