The device has a lower fixed holding jaw (2) and an upper oscillating jaw (4) which can be pressed against the holding jaw (2). The jaws (2, 4) are at least partly provided with teeth (6) in order to fix the strap sections (8, 10) laid between them. Next to the oscillating jaw (4) there is provided a knife (14) which is arranged transversely to the strap sections (8, 10), is advanced by means of the oscillating jaw (4) and is located against the strap section (8) under the influence of the spring (16). The oscillating jaw (4) moves the upper strap section (8) transversely to the lower strap section (10), causing the upper strap section (8) to execute a cutting movement against the stationary knife and to be severed by the knife (4). The device makes possible reliable severing of the upper strap section (8) without damage to the lower strap section (10), even in the case of straps of different thickness. The device serves in particular for hooping an article with a strap. <IMAGE>
