The vinylene-phenylureas of the formula I <IMAGE> in which X is hydrogen, halogen, lower alkyl, lower alkoxy, haloalkyl or nitro, Y is oxygen or sulphur, R1 is hydrogen, alkyl, alkoxy, alkenyl or benzyl, R2 is hydrogen, alkyl, cycloalkyl, alkenyl, alkynyl or benzyl, R1 and R2 together with the nitrogen atom to which they are bonded also form a pyrrolidine, piperidine, morpholino or piperazine ring, R3 is hydrogen or lower alkyl, R4 is alkyl which must be substituted, or is phenyl, alkenyl, cycloalkyl or cycloalkenyl, are novel substances which are distinguished by a powerful herbicidal action and an action directed against phytopathogenic microorganisms.
