<p>PURPOSE:To reduce the scale of hardware, by using a picture signal which is preliminarily scanned and converted, when executing the processing of a two- dimensional block unit. CONSTITUTION:An input picture signal is supplied to a scanning and converting circuit 1 and is converted to a block consisting of plural picture elements. The picture signal converted to a block is supplied to an optimum forecasting function deciding circuit 8, also is supplied to subtracting circuit 2b after a delay 2a, and a difference between this signal and a forecasting signal supplied from a forecasting signal generating circuit 5 is taken. This difference, that is to say, a forecasting error signal is quantized 3 and is supplied to an information compressing circuit 7. The circuit 7 receives both this signal and thes ignal showing an optimum forecasting function supplied from said circuit 8, executes the compressing conversion, and outputs them to a line 102. On the other hand, the quantized forecasting error signal is supplied to an adding circuit 4, is added to the forecasting signal outputted from the circuit 5, and is supplied to a delaying circuit 6 as a local decoding signal. The local decoding signal which has been delayed by a 1 flame time in the circuit 6 is supplied to the circuit 5 and the circuit 8. The output of the circuit 8 is supplied to the circuit 5 and 7.</p> |
