PROBLEM TO BE SOLVED: To propose a method for effectively using roots, branches and leaves of trees, thinned materials or the like. SOLUTION: A crushed chip material (a small chip) is accelerated in water absorbency and effectively used as a growing base material by spraying or mixing a surfactant or a water absorption accelerator containing the surfactant thereto. The crushed chip material is also improved in water repellency and using effects thereof as a mulch material are enhanced by spraying an aqueous solution of an acrylic resin, vinyl acetate resin, etc., forming a water impermeable film.
