The present invention relates to a device and a method to remove foreign substances from the surface of a panel material and, more specifically, to a device to remove foreign substances from a press material, capable of removing foreign substances from the surface of a panel material by cleaning the material before press processing. The present invention is formed to be installed in a higher position than before, and a treated oil and air spray unit and a vacuum absorption unit are organically interconnected with each other to improve the efficiency of removing foreign substances. The entire process for spraying air and treated oil is able to be formed in an automation system by using a solenoid valve, and the protection of the surface of the material and the efficiency of removing the foreign substances are maximized by improving an air nozzle and a sectional part of an absorption part.
