The power plant has a swivel plate (3), coupled to a vertical shaft (2), to which are secured diametrally opposite jib arms (4) in pairs. Each arm carries on its free end an air impeller (6) driven by an electric motor (5). In a circle, outside the rotary path of the air impellers, are distributed wind rollers (14) at the height of the impellers. Each roller is secured on a shaft with a swivel plate and a pinion. All the pinions mesh with a gear (18), driving a generator shaft (8), also engaged by the vertical shaft carrying the jib arms. Pref., this shaft extends over its swivel plate, and is fitted at its free end with a wind roller. The swivel plate, carrying the jib arms may be connected to the vertical shaft by a clutch. The swivel plate may be mounted on a platform at the end of a support mast, which also carries slip rings for the supply of the air impeller motors.
