PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device that can prevent a normal discharge lamp from being turned off even if temperature is restrained from rising by reducing output voltage when temperature rises and also provide a lighting system using it. SOLUTION: A high frequency wave generation means 2 to generate an output voltage not more than the drop of a lamp voltage when the temperature rises is connected to a load circuit 3 including a discharge lamp 3b of which lamp voltage drops when temperature rises. Even if the operation characteristic of the normal discharge lamp 3b is degraded with temperature rising, the load characteristic of the load circuit 3 is degraded only within a range where its characteristic curve always intersects the operation characteristic curve, so that the normal discharge lamp 3b is never turned off when the temperature rises.
