Dielectric matter, fluid or liquid surrounds the radial surfaces of piezoelectric discs arranged in a stack, and is in contact with the radial surfaces. The pressure of the dielectric matter is controlled so that its particle velocity is sufficiently high to maintain the dielectric matter in continuous contact with the radial surfaces of the discs when a voltage is applied to opposite surfaces thereof.
