PROBLEM TO BE SOLVED: To make the whole of a road surface state distinguishing apparatus, which can grasp the continuous road surface state of a road, more inexpensive without damaging the distinguishing capacity of the road surface state. SOLUTION: A light projecting and detecting part 11 performing the projection and detection of light with respect to a road surface F includes a spot light source 4 for irradiating the road surface F with undiffused light and an image sensor 6 forming the reflected light from the road surface F by the light irradiation of the spot light, source 4 into a spot image to detect the same and is equipped with a distinguishing means measuring the size of the formed spot image on the basis of the detection output of the image sensor 6 and distinguishing the road surface state from the measured value.
