A device for manufacturing a shoe outsole is provided to increase the productivity of products and lower the costs of the latter by improving the working capability, and so to newly configure the shoe outsole so as to allow various advantages. The device for manufacturing a shoe outsole includes: a frame(20); an air chamber(32), arranged in the frame(20), and having a soft sheet(36) on its upper surface, on which a shoe outsole to be processed is put; an air supply unit, supplying the compressed air to the air chamber(32) so as to expand the soft sheet(30) to a bulgy state with a determined pressure; a pressurizing unit(50), arranged in the frame(20) and stretched in the direction of the soft sheet(36); and a controller(60), controlling the operation of the air supply unit and the pressurizing unit(50).
