PROBLEM TO BE SOLVED: To enable a document issuing device to convert external character registration information of another document issuing device in which external characters are registered with a different character code system, into external character registration information that it can handle and to generate a document such as an ID card with a face image based on the external character registration information after the conversion, the recording contents of a database and individual information on a document issue requester. SOLUTION: The database 15 for external character registration wherein external character information on a document issue requester obtained as to the issue of a document 40 is recorded and a document generating means 26 which generates a document based on the recording contents of the database 15 and the individual information on the document issue requester are provided, and this database 15 is provided with an external character registration information conversion table regarding prepared external characters and their external character registration information D0. Through this external character registration information conversion table, the external character registration information D0 of another document issuing device 101 can be converted into external character registration information D0 that this document issuing device 100 can handle.
