The present invention relates to a manufacturing method of a capsule composition, and a capsule composition manufactured thereby. More particularly, the manufacturing method of a capsule composition comprises: a first step of manufacturing a mixture solution by mixing conchiolin or a hydrolyzed product thereof, and a solution including a gelled polymer; and a second step of manufacturing capsules by mixing the mixture solution with a calcium chloride solution. The capsule composition has improved formulation stability and storage stability. Also, provided is a cosmetic composition comprising the capsule composition.
