Disclosed are a short message delivery failure processing method, Internet-protocol-short-message-gateway (IP-SM-GW) and system, the method comprising: when a preset IP-SM-GW receives short message delivery failure response information, obtaining a preset policy used for determining a short message delivery failure type; when the short message delivery failure type is determined to be a permanent failure by the IP-SM-GW according to said policy, sending short message delivery failure information to a short message center and ending the delivery of the above short message. When the short message delivery failure type is a permanent failure, the IP-SM-GW no longer sends a short message delivery failure state report to a home subscriber server (HSS), but directly notifies the short message center of the short message delivery failure. The short message delivery failure processing method and the IP-SM-GW and system in the present invention avoid backlogging, saving, and constantly resending unnecessary failed short message and save network resource. |
