PROBLEM TO BE SOLVED: To efficiently perform positioning work and fitting work of the disk holding arms and to reduce the manufacturing cost for the device. SOLUTION: After setting an angleαformed by a couple of counter disk holding arms 20 and 21 into an initial state by fitting a positioning pin 49a into positioning holes 45 and 46 formed in both disk holding arms 20 and 21 connected integrally with each other by a pivot 19, the pivot 19 is restrained by a truck 5, and also the positioning pin 49a is fitted into positioning grooves 47 and 48 formed in the truck 5, and then pinions 24 and 25 of the two arms 20 and 21 are meshed with racks 28 and 29 set in their initial state, and afterward, the positioning pin 49a is pulled out of the positioning holes 45 and 46 and the positioning grooves 47 and 48.
