<p><P>PROBLEM TO BE SOLVED: To attain fairness control capable of efficiently utilizing a band when congestion occurs, by a simple configuration in a ring-like packet communication network. <P>SOLUTION: A station A determines a congestion point P1 between stations D and E as a boundary point on the basis of a fairness frame received from another station. Frames addressed to stations B to D before the boundary point are held in an Add queue 401, and frames addressed to stations E to J after the boundary point are held in an Add queue 402.
