Disclosed is an apparatus for generating comic data. According to an embodiment of the present invention, the apparatus comprises: a panel input control unit controlling a signal for adding a panel containing multiple layers to be inputted; an effect input control unit controlling a type of an effect applied to the multiple layers to be inputted; and a panel generating unit generating a final panel so that the multiple layers present the effect matched to a user event from a user. The panel generating unit determines a speed of motion of each of the layers considering a distance difference between an initial position and a final position of each of the layers, and generates the final panel for the multiple layers individually move at the speed of motion of each thereof.
