<p>PROBLEM TO BE SOLVED: To perform entrance/leaving management for the gate of a tenant building by reading personal discrimination cards, which are written in entry forms different by tenants, by a card reader used in common to tenants. SOLUTION: A personal discrimination card where personal information is written in an entry form different by tenants is read by a card reader 15 common to tenants and is decoded in accordance with the entry form to discriminate a pertinent tenant, and locking/unlocking of a gate EN of the tenant building is controlled.
