PROBLEM TO BE SOLVED: To solve a problem such that any instrument which can know the composite level of a primary side harmonics-voltage does not exist when the combination of Δ-Δ and Y-Δ is performed to suppose that the phases of a primary side and a secondary side are used in a different way by changing the connection in regard to a part of a transformer out of a plurality of the transformers only by knowing by measurement the harmonic level generated in the present state in the conventional constitution. SOLUTION: In this harmonics monitor, a harmonics-voltage measuring means 71 which is connected to the secondary side of transformers 3 and an arbitrary- phase conversion means 744 which is connected to the measuring means are installed so as to correspond to a high-voltage-side harmonics-voltage reduction and supply system which supplies a harmonics voltage in such a way that a voltage phase between the respective transformers 3 on the low-voltage secondary side of the transformers 3 is deviated. Data in a first harmonics-voltage detection means 751 is compared with data in a second harmonics-voltage detection means 752, and a harmonics-voltage reduction effect can be detected.
