The present invention relates to an apparatus for gasifying a fixed bed, which has a simple structure, can smoothly discharge a flooring material, and can control discharge of a flooring material at a predetermined quantity. An apparatus for gasifying a fixed bed according to an embodiment of the present invention comprises: a waste supply unit which supplies waste; a filler supply unit which supplies a filler; a first oxidizing agent supply unit which includes a first oxidizing agent supply means for supplying a first oxidizing agent; a second oxidizing agent supply unit which includes a second oxidizing agent supply means for supplying a second oxidizing agent; a third oxidizing agent supply unit which includes a third oxidizing agent supply means for supplying a third oxidizing agent; a reactor which contains the waste, the first oxidizing agent, and the second oxidizing agent, which includes an inner case configured such that synthetic gas is generated through a reaction of the waste with at least one of the first and second oxidizing agents and an outer case configured to be disposed outside the inner case and to contain the filler and the third oxidizing agent, and in which at least part of tar included in the synthetic gas is eliminated through reaction of the synthetic gas with the third oxidizing agent and the filler after being moved from the inner case to the outer case; a gas outlet which is disposed on one side of the outer case, and discharges the synthetic gas from which the at least part of tar has been eliminated; a filler outlet which is disposed on the other side of the outer case, and discharges the filler out of the reactor; and a flooring material outlet which is disposed on one side of the inner case, and discharges a flooring material, generated from the waste, out of the reactor.
