PROBLEM TO BE SOLVED: To intuitively form an operation panel for operating broadcasting equipment on a display screen. SOLUTION: A button switch, a volume and plotting tools 205 to 207 for plotting a LED are preliminarily prepared in a tool bar 200, and each part such as a button switch 101, a volume 108 and a LED 132 are plotted by using each of these plotting tools 205 to 207. And, a desired operation panel 100 is constructed by optionally setting the attributes of each of these parts, i.e., functions (role) according to respective basic manners. Further, plotting tools 208 to 212 for plotting various graphics such as a square and characters are also prepared in the tool bar 200, the sketch drawing 115 of a broadcasting area, etc., can also be plotted on the operation panel 100 by using them.
