PROBLEM TO BE SOLVED: To provide inexpensive water permeable concrete pavement excellent in durability and water permeability. SOLUTION: A reinforcing frame 11 composed of flexible plastic and a deflective water permeable concrete layer composed of water permeable concrete 5 are arranged on a roadbed. In this case, the reinforcing frame 11 composed of the flexible plastic is formed of a frame vertically penetrating, and partitioned into a plurality of small chambers by a wall having the height exceeding no height of an outer wall of the reinforcing frame 11 composed of the flexible plastic. The deflective water permeable concrete layer is formed by placing the water permeable concrete inside the reinforcing frame 11 composed of the flexible plastic.
